Can Peace Talks with Bandits Solve Nigeria’s Insecurity Crisis?

Nigeria’s ongoing struggle with insecurity, particularly in the northern regions, has led to various approaches to mitigate the crisis. One such strategy is engaging in peace negotiations with armed bandits. This article examines the potential of these negotiations to resolve Nigeria’s insecurity challenges, considering recent developments and diverse perspectives.

Recent Peace Initiatives

In January 2025, Kaduna State Governor Uba Sani initiated peace talks with bandits terrorizing parts of the state. This decision followed appeals from local communities, including traditional leaders like the Emir of Birnin Gwari, who sought dialogue to end the violence. The negotiations led to the release of 200 abductees and aimed to restore economic activities in affected local government areas.

Divergent Views Among Northern Governors

The approach to negotiating with bandits has not been uniform across Nigeria’s northern states. While Governor Sani embraced dialogue, others, such as Zamfara State Governor Dauda Lawal, rejected negotiations, favoring more forceful measures. This divergence underscores the complexity of addressing banditry, with concerns that dialogue might legitimize criminality or be exploited by bandits without genuine commitment to peace.

Challenges of Negotiation

Past attempts at negotiating with bandits have faced significant hurdles. For instance, Katsina State Governor Aminu Masari noted that armed bandits betrayed trust following earlier peace agreements, leading to continued attacks despite efforts for peaceful coexistence.

Alternative Perspectives

Some analysts argue that negotiating with bandits may not effectively end the violence. They suggest that such negotiations could inadvertently embolden criminal elements, leading to a cycle of impunity. Instead, they advocate for comprehensive strategies that include strengthening law enforcement, addressing socio-economic disparities, and ensuring justice for victims.

Conclusion

Negotiating with bandits presents both opportunities and challenges in the quest to resolve Nigeria’s insecurity issues. While dialogue has led to positive outcomes, such as the release of abductees, the inconsistency in its success and concerns about legitimizing criminal activities necessitate a multifaceted approach. Combining dialogue with robust security measures, socio-economic development, and community engagement may offer a more sustainable solution to the complex problem of banditry in Nigeria.
